This instruction often referred to as structured literacy, must go hand-in-hand with a comprehensive assessment system to allow educators to adjust instruction to meet the specific needs of students (Spear-Swerling, 2018). Rigorous, systematic, and explicit instruction that addresses the essential components of literacy including phonemic awareness, phonics, fluency, vocabulary and comprehension (National Reading Panel, 2000), is key to allowing all children to reach their full potential. Nearly all students are capable of learning to read while specific numbers vary, estimates indicate that approximately 95% of students are capable of learning to read (Fletcher & Vaughn, 2009).
